What's your argument? NDAA do you have one?

Depending on what argument one "IS" trying to make the term 'Deem' is "determined" is to 'decide'. Decide?  There's that word again. Sect. 1021 (b) (2) states "the end of hostilities"

Where or when will there ever be an end to hostilities?
